关于申报湖北省“外专百人计划”的通知

校内各单位:

    为进一步优化人才结构和引才环境,扩大湖北省“百人计划”外向度和知名度,吸引更多高层次外国专家参与“五个湖北”建设,从2014年开始,我组织实施“外专百人计划”(特指非华裔外国专家),作为我省“百人计划”的子项目。现将申报情况通知如下:


    一、重点支持范围

 

    围绕我省重点产业、重点学科和重点实验室发展,重点引进支柱产业、特色优势产业、高新技术产业、战略性新兴产业,以及现代金融、管理、科技信贷和风险投资等领域急需紧缺的高层次外国专家和团队,加快转变经济发展方式,推动产业结构调整升级,创造具有国际影响的科技成果。

 


    二、申报条件

 

    申报人选应符合《湖北省引进海外高层次人才实施办法》规定的基本要求,符合以下条件:

 

    (一)一般应在海外取得博士学位,专业属于应用科学领域。

 

    (二)年龄原则上不超过65周岁(195051日后出生)。

 

    (三)引进后全职在校工作连续3年,每年不少于6个月。

 

    (四)2015630日前签订工作合同,办妥手续后承诺在合同签订之日起半年内到岗工作。

 

    (五)同时具备下列条件之一:

 

    1.在国外高校、科研院所担任相当于副教授以上或相当职务的专家学者,具备较高创新能力,研发水平和成果为同行公认,达到国际国内领先水平;

 

    2. 在国际或所在国知名企业和金融机构担任中、高级职务,具有丰富的金融管理、资本运作、市场开拓经验,熟悉国际规则,在业界有较大影响或作出重大成绩。

 


    三、支持措施

 

    (一)省财政给予“外专百人计划”项目一次性经费补助人民币50万元。

 

    (二)“外专百人计划”专家在居留、出入境、医疗保健、子女入学等方面享受 “百人计划”特定政策和待遇。

 

    (三)授予“外专百人计划”专家“湖北省特聘专家”称号。对做出突出业绩和重要贡献的“外专百人计划”专家,同等条件下优先推荐申报中国政府“友谊奖”和省政府“编钟奖”。

 

    (四)“外专百人计划”入选者须按合同约定,在半年内到岗工作,对不能按期到岗的,将暂缓兑现相关政策待遇,用人单位须说明理由,明确过渡期限(最长不超过6个月)。对过渡期内仍未到岗的,将取消入选资格。

 


    四、申报材料

 

    (一)《“外专百人计划”申报书》(附件1)一式11份及附件材料一式2份。申报书和附件请分别用A4纸简装。附件材料包括学历学位证书复印件、护照复印件、与用人单位签订的(意向性)工作合同(必须提供双方签署、中方盖章的外文意向性工作合同复印件。如合同另有中文版本,也可一同上报)、海外任职证明材料,主要成果(代表性论文论著、专利证书、产品证书)复印件或证明材料、领导(参与)过的主要项目证明材料、所获奖励证书复印件。

 

    (二)申报人选的个人信息表、“百人计划”申报人选简表和“百人计划”申报人选情况汇总表一式2份。(无需装订)

 

    (三)电子版申报材料包括:

 

    1.上述纸质申报材料电子版文件。

 

    2.2寸蓝底证件照电子版。

 

    (四)所有材料由国际交流处汇总后,经校内审批程序,统一报送湖北省外专局。

 


    五、申报截止时间

 

    所有材料于2015625前提交,逾期将不受理。

Guide for Hubei Provincial Recruitment Programof Foreign Experts

 

1. About the Plan

As one of the sub-programs of “Recruitment Program of Global Experts” (100 Talent Plan)Hubei Provincial “Recruitment Program of Foreign Experts (100 Foreign Experts Plan)” is to recruit non-Chinese experts (Overseas Chinese not included). The Program was launched in Hubei in 2014 to further optimize the talent structure and overseas expertise introducing environment, expand the popularity and reputation of the “100 Talent Plan” so as to attract more high-level foreign experts to contribute to the “Five Hubei Program”. According to the arrangements of the Leading Group for Professionals Cultivation Work of CPC Hubei Provincial Committee, the project centers on the demand of key industries and areas for Hubei’s economic and social development. It is to attract a number of high-level foreign experts and teams whose expertise is in urgent need within 10 years.

 

2.Key Fields

The project centers on the development of Hubei’s key industries, disciplines and laboratories. It will give priority to the introduction of high-level foreign experts and teams which are urgently needed in pillar industries, industries with local advantages, high-tech industries and strategic emerging industries. The project aims to accelerate the transformation of economic development pattern, and promote the industrial restructuring and upgrading, so as to yield more scientific and technological achievements with international impact. Key areas include advanced equipment and intelligent manufacturing, electronic information, integrated circuit, new material, alternative energy, energy conservation and environmental protection, biomedicine, new-energy vehicles, Beidou navigation satellite system, offshore engineering, aerospace, finance, management, internet and internet of thing.

 

3.Qualifications

Applicants should work in non-foreign funded organizations in Hubei. The applicants must comply with the basic requirements of the Measures for the Implementation of Introducing High-level Overseas Talents in Hubei Province. In principle, they should have doctorate degree granted overseas, and specialize in applied science. They should be under 65 years old (born after May 1st, 1950) and have been working in Hubei after May 1, 2012 and sign employment contract with the expected employer before June 30st, 2015. They should come to start their work within 6 months from when they were approved as 100 Talent Plan experts.  They should work in Hubei for 3 consecutive years with at least 6 months annually after recruitment. The employer should cover their insurance. In addition, applicants are required to meet at least one of the following criteria:

---Being an associate professor or holding higher positions in prestigious foreign universities or R&D institutes; having world-class research quality and significant achievements which are generally recognized by worldwide fellow scientists;

---Being technical or managerial professionals in middle or senior positions at globally renowned enterprises and institution owning significant research achievements which can promote self-innovation of enterprises and upgrading of technology and products.

 

4. Policies

---Foreign experts recruited by “100 Talent Plan” will enjoy benefits in areas including entry and exit, inhabitation, healthcare and insurance.

---A subsidy of 500,000 RMB will be granted by the provincial talent budget

---Foreign experts recruited are entitled to the honorary title of “Distinguished Experts of Hubei”. Governments will give priority to recommending foreign experts who are recruited by the program and have made outstanding contribution to apply for the “National Friendship Award”, “Provincial Chime Bell Award” and “1000 Talent Plan”

--- Foreign experts should come to start their work within 6 months from when they were approved as 100 Talent Plan experts. In rare and exceptional circumstances, another 6 months for transition period is allowed after carefully review.

 

5. Procedures

Applicants should fill in the application form and submit other relevant documents as requested. If the Chinese employer (non-foreign funded) belongs to the following cases: colleges and universities under the administration of the Ministry of  Education and the Provincial Department of Education, scientific research organizations or enterprises, the relevant administrative departments of foreign experts affairs should submit the application to the Provincial Foreign Experts Affairs Bureau. If the employer belongs to the municipal or autonomous regional level, the application should be submitted to the municipal/autonomous regional foreign affairs office. If the application is verified and approved by the municipal/autonomous regional foreign affairs office and organization department of the Party committee, it will be submitted to Hubei provincial foreign experts affairs bureau. Organized by the Leading Group for Professionals Cultivation Work of CPC Hubei Provincial Committee, applicants’ academic qualifications, scientific and technological achievements, patents will receive intense scrutiny. After that, we’ll hold a face-to-face interview meeting with applicants for further selection. At last, final on-the-spot examination and verification on those recommended candidates shall be proceeded. The Leading Group for Professionals Cultivation Work of CPC Hubei Provincial Committee shall make final decisions based on the proposals submitted by us.

 

6.Application Documents

6.1 Paper documents:

The application form (11 copies) and extra application documents (2 copies). Please staple the application form and extra documents separately in A4.

Extra application documents include copies of degree certificates and diplomas; copy of passport; the employment contract with the expected employer (the English contract should be signed by both parties and with the Chinese employer’s stamp on it); copy of the English contract (if there is also the Chinese version of the contract, the copy can also be delivered); proof documents of former jobs; copies of major works and papers, patent certificates, product certificates or other proof documents of major achievements; proof documents of major projects lead or participated; and copies of awards and honors certificates.

6.2 Electronic Documents:

Electronic version of the ID photo (two inches)

 

7.Application Time

Applicants should submitted relevant matirals in the first half of every year, while the specific time would be decided by the application notice announced every year. If overdue, the application shall not be accepted.
